Binding wire (tar): gauge and quantity
Tar for tying a reinforcement cage has to be annealed and at least 0.90 mm thick, and one kilo of 0.91 mm wire runs about 196 metres.

That floor is clause 7.2 of IS 2502, the Indian Standard code for bending and fixing bars for concrete reinforcement, which asks for annealed wire to IS 280 at 0.90 mm or over on bars that cross each other. Tata Steel sells binding wire under its Tata Wiron name in five diameters, 0.61, 0.71, 0.89, 0.91 and 1.22 mm, and three of those five are under the figure the code names. Jay Shree Infra keeps tar at the Saharsa godown for Saharsa, Supaul and Madhepura, and what settles whether a coil suits a cage is the millimetre printed on the pack. Gauge is the word said at the counter and the millimetre is the number every published source uses, and that whole argument, with the finish, the coil marking and the ISI mark beside it, sits on the binding wire product page.
Quantity is the harder half, and no standard fixes it. A tonne of sariya is not a quantity of wire: at 8 mm a tonne is about 211 rods of 12 metres and at 32 mm about 13 rods, so one tonne makes a different cage and a different number of crossings depending on the diameter. What the job eats follows the ties, and the table below turns the coil into the unit that closes that sum, metres in a kilo.

The mass is the area of a round wire at the density of steel, 0.00785 kg per square millimetre of cross section per metre, the same basis IS 1786 sets out for a reinforcement bar and the sariya weight chart uses. IS 280 does not publish a mass table for these diameters, so the figures above come straight from that formula. The diameters are the five Tata Steel lists for binding wire. Three of them, 0.61, 0.71 and 0.89 mm, fall under the 0.90 mm IS 2502 asks for on crossing bars, and 0.89 mm falls under by a hundredth of a millimetre.

The three numbers that decide how much tar a job takes
Only one of the three numbers sits in a table: metres in a kilo, above. The number of ties is the structural drawing's: bar spacing sets the crossings, and the crossings set the ties. The length of wire in one tie belongs to the man tying it, and the honest way to get it is to cut one finished tie off a cage he has already tied and measure the piece.
IS 2502 does not ask for every crossing to be tied. It asks that crossing bars be secured so they cannot slip while the cage is fixed and the concrete goes in, and it asks for bars in compression to be tied in two directions at right angles. It also allows stirrups to be tied in a staggered pattern. So the tie count is a decision on site, taken inside the code, which is why no one can hand you a kilo figure against a tonne of steel and have it mean anything.
The tonnage still has its use, because it is what the load is booked on. Diameters, lengths and what they weigh are worked out on the sariya weight chart, and tying the cage those bars make into place is what decides how much tar the job takes. The same wire turns up once more in clause 7.3 of the code, which allows a cover block to be cast with binding wire embedded in it, so a few metres of the coil never reach a crossing at all.
What arrives, and what one pack weighs
Tata Steel lists its binding wire in 30 kg packs. Tar sells here by the kilo, by the coil and by the bundle, and the coil weight is not fixed anywhere: it comes in with the pack. So the kilo is the unit that survives a change of pack, and the metres column above is what turns your ties into kilos.
Not every diameter is in every brand on a given day. Name the millimetre and the kilos on the same call, and the tar goes on the vehicle the sariya is already taking to your block.

The code, its record, and the maker's own diameters
The 0.90 mm is clause 7.2 of the 1963 text of IS 2502. BIS's record for that standard shows no amendment issued against it and nothing superseding it, so the figure stands as printed.

Because the millimetre is the number every published source uses and the gauge is not. IS 280 sets wire diameters in millimetres, IS 2502 writes its 0.90 mm floor in millimetres, and Tata Steel prints the millimetre on the pack. For bars crossing in a reinforcement cage the code asks for 0.90 mm or over, so 0.89 mm is under it by a hundredth of a millimetre. Tata Steel does publish 0.89 mm binding wire, and IS 280 covers mild steel wire for general engineering, so thin wire has plenty of work that is not a cage. Ask for the diameter you need and say what it is going into.

About 196 metres at 0.91 mm and about 109 metres at 1.22 mm. The thinner ones give more: roughly 205 metres at 0.89 mm, 322 at 0.71 mm and 436 at 0.61 mm. Every one of those is the same sum, the area of the wire at the density of steel, so a calculator at the counter lands on the same number as the table above.

What millimetre is on the coil you have standing?
It is printed on the pack and both standards use it. A gauge number on its own does not settle which wire you are getting.
Is that diameter 0.90 mm or over?
That is the floor IS 2502 sets for tying bars that cross in a cage. Thinner wire under the same IS 280 is a general engineering wire with other work to do.
What does one pack weigh, and can it be broken open?
Tata Steel lists 30 kg packs. Whether a pack can be split that morning is a counter question, and the answer changes with what has come in.
How many kilos should go on the sariya order?
The kilos turn on how many crossings are on your drawing and how long a tie your mistri ties. Bring both and the kilos come off the table above.
