SAIL TMT for tender and project work

SAIL is Steel Authority of India Limited, a steel maker the Government of India owns, and for a man signing a public works file that fact does real work: the mill behind the bar answers to the same government the tender does. The certification stands on paper of its own. The Steel and Steel Products (Quality Control) Order, 2024, S.O. 3716(E), requires bar of 8 mm and above to carry the Standard Mark under a BIS licence, and SAIL's bar wears that mark with the licence number rolled into the steel itself.

The third thing the engineer is buying is the certificate. Each cast of bar leaves the mill with its own test results, chemistry and strength both, on a paper that must travel with the consignment; what that paper carries, cast by cast, is worked through on the MTC guide. Mark, licence and certificate together mean a checking engineer can trace the bar in the column back to the melt it came from without leaving his table.

The clause is a fence, not a suggestion. Where the line names one make, that one goes on the vehicle. Where it carries a list, any name on the list satisfies it, and the choice inside the fence is the buyer's. Where a thekedar wants to substitute past the fence, the decision belongs to the engineer who wrote the line, in writing, and never to the supplier's counter, whatever is standing on the rack that day.

The words matter down to the letter. A bill and a challan that say SAIL SeQR against a line that approved SAIL will pass, because SeQR is SAIL's own bar; a bill that says a make the list never carried will not, however good the steel. Read the clause out on the call exactly as printed, list and all, and the order is built inside it from the first bundle.

SAIL publishes SeQR in 8, 10, 12, 16, 20 and 25 mm at a 12 metre length, specified against IS 1786 in Fe 500D and Fe 550D, the D rows of the standard that hold the steel to tighter chemistry and a longer stretch before breaking. Most reinforcement line items in this belt land inside that range, which is part of why the name causes so little argument at checking time.

Where a line asks for a diameter or a grade outside it, say so at the start of the call and we tell you on the same call whether it can be brought in, an answer that turns on the size and the quantity. Not every diameter is standing in every brand on a given day, so the list of sizes the file needs is checked against the floor before anything is promised.

Bring the file, not a memory of it. The line item word for word, the quantity against each diameter, how many vehicles the order will move in, and the name the bill must carry, because a department matches the bill to its own paperwork letter by letter. A running site is worth naming as one order even when it draws in stages. Say the whole quantity and the stages on the first call, and each despatch goes out with its own certificate matched to its own cast, the way a checking file wants to find them.
