Tender supply: the documents to ask for

A tender or a project order for TMT bar asks for six things on paper before the load is billed: a mill test certificate under IS 1786, the ISI mark with the mill's BIS licence (CM/L) number, a GST invoice, a weighbridge slip where the sale is by weight, a challan, and the brand and grade written down. The first two are the law's own word only from 8 mm upward, since the Steel and Steel Products (Quality Control) Order, 2024, S.O. 3716(E), makes both compulsory on that size and above and is silent below it.

What a department, a contractor or a site engineer actually asks for on paper is set out below: which document is whose to issue, and where in the order from mill to your site it is meant to travel. The requirements do not all come from the same law, and treating a trade practice as a legal duty is as much a mistake on this list as leaving a real one off it.

Two of the six are the law's own word. From 8 mm upward, IS 1786:2008 material must carry the ISI Standard Mark under a BIS licence, and every consignment of it must travel with a test certificate bearing that same mark. Below 8 mm, at 5.5 mm and 6 mm, the Order that carries that duty excludes the size outright, so neither the mark nor the certificate is a legal requirement there, whatever a tender clerk may assume from a size list. The other four, the GST invoice, the weighbridge slip, the challan and the brand and grade written on the paper, hold the same whatever the diameter, because they answer to tax law and to how a load actually moves rather than to IS 1786 at all.

The first two rows are a legal duty only from 8 mm upward. Schedule 1, Serial No. 11 of the Steel and Steel Products (Quality Control) Order, 2024, S.O. 3716(E) of 29 August 2024, takes in IS 1786:2008 except for bars and wires of sizes less than 8 mm, so neither the mark nor the certificate is compulsory on a 5.5 mm or a 6 mm bundle. The last four rows are not IS 1786's business at all: a GST invoice answers to tax law, a weighbridge slip and a challan are how a load actually moves, and the brand and grade written down is simply what a tender line asks the paper to confirm.

BIS's own product manual for IS 1786:2008 sets out what the mark itself carries. On the bar, rolled in at intervals of not more than 3 metres, are the mill's brand name, the grade, and a six digit identification number built from a two digit branch code and the last four digits of the licence the mill holds. The same licence number, written as CM/L against the order number, is repeated on the test certificate, so a buyer checking a bundle and a buyer checking the paper are reading the same number two different ways.

The certificate itself belongs to a single consignment. BIS's own format for it names the cast or heat number, the nominal size and the quantity in tonnes, then runs the full chemical analysis, carbon, sulphur, phosphorus and the combined figure, and the mechanical results down to proof stress, tensile strength, elongation and the bend and re-bend test. A tender file that holds the certificate but not the delivery it belongs to proves nothing: match the cast number on the paper to the tag on the bundle before it is accepted.

What the Quality Control Order actually compels

Clause 4(1) of the Order puts the duty plainly: every steel product named in Schedule 1 must bear the Standard Mark under a BIS Scheme-I licence. Clause 3(2) adds the paperwork, that every consignment of the same product must travel with a test certificate bearing the mark. TMT bar sits at Serial No. 11 of Schedule 1, covering IS 1786:2008, so on 8 mm and above both duties bind on a government tender exactly as they bind on an ordinary sale.

Below 8 mm the same Serial No. 11 carves the size straight out, in as many words: except for high strength deformed steel bars and wires of sizes less than 8 mm. 6 mm is still a nominal size IS 1786 lists, so a mill whose licence covers that size group may mark it voluntarily, but nothing in the Order compels it to. 5.5 mm is a trade size the standard does not list at all, so it was never a candidate for the mark in the first place. A tender line written for 5.5 mm or 6 mm cannot lawfully demand either document on that ground, whatever the department's own form says; ask what the bundle in front of you is actually carrying instead of assuming either way.

Tax, weight and the vehicle

The GST invoice is ours to issue. The mill has no part in that paperwork. A tender-supply bill is cut on 10AAUFJ2571R1ZR, the GSTIN Jay Shree Infra is registered under, and a department's accounts section will usually want the buyer's name on it to match the tender's own paperwork exactly, so say the name you want on the bill when the order is placed, before the vehicle leaves.

Sariya sells here per piece and by weight both, and which basis a line is on moves with the grade and the brand, so it is settled on the call before the rate. Where the sale is on weight, the weighbridge slip is the document that decides the bill, and it is worth asking for the slip to travel with the load instead of being read out over the phone afterward. Where the sale is per piece, the count on the challan is the one that matters, and a weighbridge slip is not needed.

The challan is what travels in the vehicle: quantity, size and the destination, written before the driver leaves. That is also where the brand and grade the tender actually asked for gets fixed on paper, instead of only being said at the counter, because a department's own file wants the name in writing and a phone call is easy to forget. Ask for it in the same words the tender's line item uses.

Split the order across two despatches and each one carries its own test certificate, because the standard's own scheme ties each certificate to its own consignment; a whole order does not share one certificate between two vehicles. Say at the time of booking whether the department wants the GSTIN and the bill name in a particular form, since that detail sits on our own credentials page, and it is easier to fix once than to reprint a bill after the vehicle has gone.

What these documents settle, and what they do not

None of the six is a substitute for the structural drawing. Which grade a slab or a column needs is the engineer's call; the shop does not decide it. A test certificate only says the delivered cast met IS 1786 for the size and grade it names; whether that grade is right for the job is a separate question, and the drawing answers it.

A tender or a department can always ask for more than the law does: a named approved make, a third-party lab report, or a vendor registration a bigger contractor already carries. Where a line asks for something none of the six above covers, say so on the call, before the order is booked.

    That decides whether a weighbridge slip needs to travel with the load, or the count on the challan is the only figure that matters.

  • Whose name does the GST invoice need to carry?

    A department's accounts section usually wants it to match the tender paperwork exactly, so fix it at the time of booking, before the vehicle is loaded.

  • Does the tender name an approved make, or just the standard?
