How to identify genuine ISI marked TMT
Four things confirm a bundle before it is cut: the tag tied to it, the marks rolled into the bar itself, the ISI Standard Mark with its CM/L licence number, and the test certificate that travels with 8 mm and up. Read them in that order and a bundle stops arguing with itself.

None of the four needs a lab. The tag and the rolled marks are read off the steel in your hand, the Standard Mark and its CM/L number are checked against a free BIS tool, and the test certificate is a piece of paper the load either carries or does not. What follows is the procedure, step by step. Which brand to buy and how branded sariya differs from a regional mill's own is a separate question, and branded versus local TMT answers it.
The four checks do not all apply the same way to every diameter Jay Shree Infra stocks. The tag and the rolled marks belong on every bundle of sariya, any size. The Standard Mark and the test certificate are a notified requirement only from 8 mm up, under the 2024 Quality Control Order for steel and steel products, S.O. 3716(E). At 5.5 mm and at 6 mm that Order does not apply, so a bundle at either size without a mark or a certificate breaks no rule.

The tag and the rolled mark are unamended requirements of IS 1786:2008 and sit on every bundle, whatever the diameter. The Standard Mark on the bundle and the test certificate are notified under the Quality Control Order and reach only 8 mm and up. Reading the four in this order, tag first, is simply the order a bundle offers them: the tag is outermost, the rolled marks are on the steel under it, and the Standard Mark and certificate are what a licensed consignment adds on top of both.
First, the tag
The tag on the bundle
IS 1786:2008 clause 13.2 asks for a tag on every bundle or coil, carrying the cast or lot number, the grade and the size. This is a traceability tag and it applies whether or not the material is ISI marked, so it should be there on a 6 mm bundle exactly as it is on a 12 mm one. If the tag names a grade or a size that does not match what you ordered, that is the first mismatch worth stopping on, before the bundle is even opened.
Then, the bar itself
The marks rolled into the steel
Clause 13.3 of IS 1786 wants the maker's name or its brand put into the bar while it is being rolled. For material made under a BIS licence, the BIS product manual adds two things to that: the grade of the bar, and a six digit identification number, both marked during rolling or by other permanent marking at intervals of not more than 3 metres. The six digits are not random. Two of them name the BIS branch office behind the licence, and the other four are the tail end of the manufacturer's own licence number.
Practically, this is the single most useful check on the whole bundle, because a tag can be swapped and a bar cannot. Pull one rod, read the brand and the grade rolled into it, and read the six digit number where it repeats. If nothing repeats within about 3 metres, that absence is itself information.
The ISI mark
The Standard Mark, and the CM/L number beside it
From 8 mm up, S.O. 3716(E) clause 4(1) requires the bundle to carry the Standard Mark, the ISI monogram, under a licence granted by the Bureau as per Scheme I. That licence has its own number, the CM/L number, printed on the test certificate beside the Standard Mark. You can check it yourself: the BIS Care app, free on Android and iOS, carries a Verify Licence Details feature where entering the CM/L number returns the licence's own status. Below 8 mm neither the mark nor a CM/L number is compelled, so its absence on a 5.5 mm or 6 mm bundle is not a defect to argue about.
The paperwork
The test certificate, 8 mm and up
S.O. 3716(E) clause 3(2) requires every consignment of 8 mm and up to be accompanied by a test certificate bearing the Standard Mark, issued by the BIS certified manufacturer. The BIS product manual sets what that certificate must carry: the Standard Mark itself, the cast or lot number, the grade, the size and the test results, with the CM/L licence number printed alongside the mark. Match those five items against the tag from the first check and against the bar you pulled in the second; where all three agree, the load answers for itself.
Below 8 mm this certificate is not a notified requirement, so a 5.5 mm or 6 mm load travelling without one is not breaking the Order. If a certificate does travel with a small size anyway, it is the mill's own paperwork rather than something the law compelled.

What to do with what you read
Photograph the tag and the rolled marks, or read the six digit number and the CM/L number out on the call, and we tell you what they name before the vehicle is loaded. Where the three sources, tag, bar and certificate, agree, that is the whole answer. Where they do not, go by the bar: it is the one mark on the bundle that cannot be swapped or reprinted.

TMT bar par kaun se nishan rolled hote hain?
The brand or trade mark and the grade, always. On BIS licensed material a six digit identification number joins them, marked during rolling at intervals of not more than 3 metres, two digits for the BIS branch office behind it and four for the tail of the licence number. A bar that repeats nothing within about 3 metres is telling you something on its own.

Through the BIS Care app, free on Android and iOS, using its Verify Licence Details feature. Enter the CM/L number printed on the test certificate and it returns the licence's status. It costs nothing and takes a minute, and it is BIS's own tool rather than a shop's word.

From 8 mm up. S.O. 3716(E) clause 3(2) requires every such consignment to carry a test certificate bearing the Standard Mark, the grade and the size, the cast or lot number, and the results of the tests. The tag and the rolled marks, yes, because those come from IS 1786 itself and apply at every size. The Standard Mark and the test certificate, no, because S.O. 3716(E) excludes anything under 8 mm from that part of the Order. A bundle at either small size without a mark or a certificate is not breaking a rule.
Before the bundle is cut
What to check, in the order to check it
Four checks, tag first, and each is settled by the steel, the tag or the paperwork.
Does the tag's grade and size match what you ordered?
It is the first thing on the bundle and the fastest mismatch to catch, before a single rod is pulled.
Does a brand, a grade and a six digit number repeat along the bar?
On licensed material it repeats at least every 3 metres. Read it to us on the call and we tell you which mill it names.
Is the size under 8 mm?
Neither 5.5 mm nor 6 mm falls under S.O. 3716(E), so a missing Standard Mark or certificate there is not a fault. Say the diameter and we say what that bundle should carry.
Does the CM/L number on the certificate check out?
The BIS Care app's Verify Licence Details feature returns the licence's status for a number you enter yourself.
Do the tag, the bar and the certificate all name the same brand and grade?
Where they agree, the bundle answers for itself. Where they do not, the bar is the one mark that cannot be swapped.
